How Florida’s Voters Enacted UPK When Their Legislature Wouldn’t


A constitutional amendment put on the ballet by petitions from Florida’s voters to provide Universal Prekindergarten education to all four year-olds starting in 2005. The voter-approved legislation is the first of its kind: the voters mandated the initiative.
