This report from the Migration Policy Institute (MPI) by Hirokazu Yoshikawa and Jenya Kholoptseva is part of series of papers that were produced for a public symposium convened by MPI’s National Center on Immigrant Integration Policy in January 2013.  The goal of these papers is to frame the major policy and practice issues affecting children (birth through age 10) with immigrant parents. By drawing on scholarly research, the papers collectively address public policy in the areas of early education, health, and immigration.
