This Evaluation Brief is intended to help stakeholders in early childhood and elementary education think about how to use evaluation at different stages in the development of a PreK-3rd effort. The brief is not a how-to guide to PreK-3rd grade evaluation. Rather, it offers a conceptual model that attempts to clarify ideas, approaches, and languageabout evaluating PreK-3rd grade reforms.
