JoAnn Hsueh Named Vice President of Program and Communications at the Foundation for Child Development

New York, NY — The Foundation for Child Development (FCD) is pleased to announce the appointment of Dr. JoAnn Hsueh as its Vice President of Program and Communications.

In her new role, Hsueh will act as a strategic partner to the Foundation’s President and CEO, Dr. Vivian Tseng, leading the development, implementation, and evaluation of the Foundation’s grantmaking programs and communications activities.

“JoAnn is a passionate leader with a deep commitment to addressing issues of racial and economic inequality,” said Tseng. “She brings vast expertise and experience conducting research at the intersection of policy, program, and practice to support young children and their families. We are fortunate to have her on our team as we explore ways to advance social justice for young children.”

“I am delighted to join Vivian, the staff, and the Board as FCD nears its 125th anniversary working to leverage research, policy, and practice to advance social justice for young children and their families,” said Hsueh. “I look forward to joining this dedicated group and doing all I can to be a resource to my colleagues, the Board, and the broader field.”

Prior to FCD, Hsueh was the director of MDRC’s Family Well-Being and Children’s Development policy area, overseeing a team of over 40 staff. She oversaw a portfolio of work with public and private funding of over $15 million annually. Major areas of research include early childhood education and systems, Pre-K to third grade alignment, home visiting, family-focused and parenting programs, and two-generational programs. She has served on and the Advisory Committee for FCD’s Young Scholars Program since 2019, now chair of the Committee since 2022. She sits on the editorial board and the ad hoc committee on racial equity in publishing for Early Childhood Research Quarterly and has published numerous reports, book chapters, and journal articles, presented her work to interdisciplinary audiences, and developed strong collaborative relationships with research, policy, and practice experts across preschool and early care and education landscape.

She holds a bachelor’s degree from the University of California at Berkeley and a Ph.D. in community psychology with an emphasis in developmental science and quantitative methods from New York University.
